The best way to learn COBOL is to do it. That is the best PROCEDURE.
Especially if you already program in another language, you just need to
learn the syntax. Programming tasks change little when you MOVE from one
language to another.  Using at least COBOL 85 will generally give you
many 4GL like capabilities, life IF...END-IF and inline PERFORMS that
don't require paragraph names and the ability to use CONTINUE instead of
NEXT SENTENCE if you are using the newer capabilities and much more.
There should be COBOL manuals at your local bookstore/library. Hope that
COMPUTES.
