If you didn't install the subsystem tape, then you won't have disk caching.
That happened to me at the start, when I was installing my Y2K Safe stuff.

As Frank mentioned, that's in the SYSDUMP dialog...you may have to create
a new tape and update from it to change this (I don't recall).
