I know this will sound "really dumb", but remember, we're talking about
Microsoft here :)

Go into your INTERNET EXPLORER settings page and disable the "automatically
dial a connection" entry [note: this will be labeled differently for each
and every bugfix/release of internet explorer...]  Essentially, what is
happening is that windows is detecting you are wanting a "network"
connection, so by default it tries to "connect to the network" -- in this
case, it thinks the only way to connect is by dialing in...

Of course, doing this will alter "some other" functionality of windows...
