FYI  ...  the ESPUL spooler management product (RAC Consulting, (360) 357-9572)
does give you this split functionality -- sort of.      :-)  Non-OP users may be
granted access to all system spoolfiles while running ESPUL.  This has been a
very handy tool for us, because we used to have to grant OP capability to all
users on our test systems, and it frequently caused headaches.

Now, I know that I submitted an SR for this ages ago in a previous life.

CAP=OP grants two major capabilities:

1. The ability to logon with ;HIPRI when system limits are down.

2. The ability to look at spoolfiles which belong to another user or account.

There are situations when an installation needs to grant the first, but not the
second and v.v.

These two capabilities should be split into two!
