I remember reading somewhere that decades do not end when the numeric
sequence changes but when some historical event occurs that forces the
decade to change.   For instance, the 1950's ended not in 1959, but with the
assasination of JFK in 1963 (I also remember that).  Also, the 1960's ended
with the end of the Vietnam War or Watergate or the resignation of Nixon,
depending on whom you believe.
