Take a look at NPCONFIG.PUB.SYS and see if you have a global or local
setup file defined. You probably need to define and empty setup-file to
prevent any setup from being sent. If there is no setup file defined,
then MPE sends a default setup. You can also use a FILE ;ENV=  to
override any setup files. See the Native Mode Spooler Reference Manual
