I asked the question as a point. I had a boss once in a similar situation.
Money had been allocated for a technical project with funds from a
non-technical department (the department had gone off on their own with out
much IS support). To make a long story short, the project failed, and my
boss (read ID Director) ended up with the equipment and some of the budget.

Sometimes chaos is a time of opportunity. By your statement, your Analysts
have discharged their duty by notifying management of the excessive outlay
for vaporware. Perhaps it's time to take lessons from the vulture.

The money is in their pocket but we are expected to justify every peny of
it. Thats why our analysts are being asked if incuring $50K is justified
before even placing an order. Talk of being pushed against a rock and a hard
place!
