Yes, the "hooks" aren't there. Host-based telnet did not come to the HP3000
until MPE/iX 5.5 and you're on 5.0. An OS upgrade is all you need however to
make it work.

If the machine was purchased recently enough, I would definitely take
advantage of HP's Y2K offer and get a free upgrade for the machine. You'll
not only be set for the next millennium, you'll get telnet capabilities for
free too.
