COUNCIL OF DEANS
August 3, 1999

Approval of Minutes
The minutes of July 27, 1999, were approved.

Faculty Use of University Property
Mr. Bill Miller, Director of Audit and Management, reviewed the policy on
faculty use of university property.  Equipment, materials, artifacts, etc.,
used for instructional and research efforts-and owned by UTC-cannot be
"traded," even for other instructional materials.  Tennessee laws state
that university property cannot be sold, traded, removed for personal use
or subjected to any other disposition except through a rather specific
"surplus" law.

Dr. Berry encouraged the deans to remind their department heads of this
policy.

Graduate International Student Enrollment
Dr. Deborah Arfken distributed data on graduate international student
enrollment by programs over the past five years.

The majority of students at UTC are from Thailand, India, Taiwan, and
China.  We also have quite a few students from Japan.  Student enrollment
is increasing on the national scene from Africa, Russia, and Romania, but
UTC has not seen that growth.

The Graduate Office has taken the following steps to increase visibility to
international students:
1) Have written to the embassies.
2) Have written to students who have received I-20's this fall.
3) Have a new website for International Education.

Our international enrollment for the fall semester, including
undergraduates, is approximately 200 students.

Dr. Arfken then addressed graduate enrollment in general.  She will send to
the deans a list of all graduate students who were enrolled last year, but
who are not yet enrolled for this fall.  She asked that the dean,
department head, or program coordinator call these students and encourage
them to enroll.

Discussion of the new MOCS EXPRESS approach followed.  Students who have
not paid their fees by August 13 will not be allowed to hold their
pre-enrollment choices until after school starts this year.  If a student
has simply missed the payment deadline, he or she will have a chance to
re-enroll.  The on-line system will re-open on Wednesday, August 18 for
Freshman Orientation.  Walk-in registration activity will resume on
Thursday, August 19.

Dr. Berry stressed the need to ensure that departments are staffed
adequately to provide advising for students.  He asked deans to send him a
report indicating how departments will be staffed during this critical time.

Provost's Announcements
Dr. Berry announced that he has scheduled a meeting with key people to
discuss articulation with the community colleges.  This meeting will help
to identify any long-standing problems, problems created by the new general
education requirements, possible solutions, and how we publicize better.

School/College/Division Reports
Dr. Marilyn Willis has available in her office the following two reports:
1) Remote Geographical Locations Plan, and 2) the new Renaissance Center
program.
