Although much is made of Georgia's use of lottery funds for education, it
should be noted that Georgia has an income tax while Tennessee does not.
Georgia's schools are better funded than Tennessee's at the state level for
reasons other than the lottery. In fact, the revenues available to the
schools from the lottery have actually declined in the last two years,
according to a recent report.

When Texas instituted a lottery 10 years ago, education funding was one of
the selling points.  Schools in Texas are still awaiting the "windfall."
