Having worked concerts and special events for more than 15 years at venues
all over the Southeast, I can tell y'all that in almost all cases the
person, event, "star," using the venue "owns" the venue for a period of
time.  They pay the freight they make the decisions (many of which are
security related).  If the venue is multi-use they can always choose not to
have the event.  Otherwise those who use the venue during the event have to
comply.  It may not be right, but it's the it is.
