Many of you are aware that the campus has had numerous thefts of property.
Some of you have been victims.  I want to assure everyone that there is not
another department on this campus that wants more to see the thefts stop
and the criminal arrested.  However, we cannot be everywhere all the time.
So, I'm asking for your HELP!
        While many of the thefts have not been by forced entry, one of the best
deterents is still locking the your door.  During April 2002, UTC officers
found 3,577 doors unlocked.  Some buildings have an air pressure effort
keeps the doors from properly locking.  Please take a moment to check the
door to ensure that it locks behind you.
        I have asked my officers to "step-up" identifying everyone in our
buildings.  Please cooperate with them if you are asked for identification,
we don't know everyone on campus.  Also, if you are going in be in your
office or building after normal business hours, 9:00PM Mon.-Fri. or anytime
on the weekend, please call the dispatcher at 4357 or HELP and let them
know.  This is especially important if it's late at night or early
mornings.  This presents a potentially dangerous situation for armed
officers patrolling building when they think no-one is inside.
        Some of the items that have been targetted for theft are laptop computers,
digital cameras, textbooks, tower computers, tv's, vcr's, stereo equipment
and of course cash.  Some of the locations include Metro, Race-Hopper Hall,
Arena, Hunter Hall, Holt Hall, and Brock Hall to name a few.
        Some of the things we are doing to "harden" the target are, with the
assistance of Physical Plant, all exterior door locks will be changed.
There will only be one entry point for all buildings after normal business
hours.  We are asking all Deans and building supervisors to limit the
number of new exterior keys being issued to the bare minimum.  If someone
needs to get into a building after normal hours or on weekends, please make
prior arrangements or call the campus police at 4357 and provide a MOCS
card for identification.  We plan to have this process completed this summer.
        As stated earlier, we are stepping-up identifing folks on campus we don't
know.  As a result of this, on Monday, May 6,2002, at 10:01PM we arrested a
person between Fletcher and Founders Halls.  The individual fled the scene
when approached by the officer.  He was apprehended accross McCallie Ave.
and when identified had an outstanding warrant for "Theft over $500".  If
you see someone suspicious or some criminal activity call us at 4357 or use
the nearest "blue phone" on campus.
        Additionally, we are conducting a crime analysis as to where to employ
surveillance monitoring techniques.
        A little advice, if you use a laptop computer, TAKE IT HOME AT NIGHT.
That way you know where it is located.  If you have money in the office,
