COUNCIL OF DEANS
October 5, 1999

Approval of Minutes
The minutes of September 28, 1999, were approved.

External Funding
Ms. Diane Miller and Ms. Lindsay Pardue met with the Council of Deans to
discuss ways to enhance external funding.  UTC received well over $7
million in external funding last fiscal year.  The figure is up from the
previous year's $5.7 million and is considerably greater than the average
for comparable institutions.  There was discussion of the role that the
chairs of excellence should play in attracting external funding.

Ms. Miller would like to meet with each dean to discuss specific ways each
college can help to enhance funding.  She would like to invite agency
representatives to the campus to meet with faculty.  She asked that deans
encourage faculty members to serve on grant review panels.

There was discussion of the use of indirect costs associated with grants.

Dr. Berry asked deans to ensure that the appropriate language in regard to
grantwriting is included in the departmental bylaws.  The Council of Deans
has agreed that the writing of a grant should be credited in the category
of scholarship; how implementation of a grant is credited depends on the
purpose of the grant, i.e., research, service, etc.

GPA/ACT Spreadsheet
Dr. Dick Gruetzemacher reviewed a spreadsheet that showed grading trends
for fall 1998.  Over the past years, the percentage of A's awarded has
risen from 25.1% to 35%.  Dr. Gruetzemacher will develop additional related
materials and forward them to the Council of Deans.

Chief Academic Officers Meeting 
Dr. Berry reviewed the items discussed at the Chief Academic Officers
meeting in Knoxville on September 29.

· The roles of the Chairs of Excellence.
· Cumulative performance review.
· Articulation and transfer issues.
· Certificate programs.
