COUNCIL OF DEANS
October 12, 1999

PRESENT: B. Berry, H. Burhenn, S. Delacroix, B. Desmond, L. Fletcher, J.
Harbaugh, G. Janeksela, T. Lease, D. Miller, M. Tanner, M. Willis

SACS Outcomes
Provost Berry indicated that departments need to submit to Dr. Dick
Gruetzemacher their goals for this year, as well as completed outcomes for
last year as soon as possible. The goals should tie in directly with the
university's mission statement and the Chancellor's five strategic points.
He encouraged the deans to review the progress on the goals and reports.
It is absolutely critical that departments maintain complete, readily
accessible records not only for internal use but also to be made available
to the SACS visiting committee.

Dr. Gruetzemacher indicated his office is there to help departments in
completing their reports.

UC Foundation Proposals
Dr. Berry asked that deans submit their rankings for UC Foundation
proposals to the Provost's Office by Thursday, October 14.

Equity Adjustments
Dr. Berry reviewed the methodology used in determining equity adjustments
for exempt and non-exempt staff. There was also discussion on the method
used to determine faculty equity adjustments. There will be a called
meeting of the college deans to review the faculty equity adjustments.

Hiring Freeze
Dr. Berry announced that President Gilley has imposed a hiring freeze for
non-academic positions. The freeze does not apply to faculty and librarian
positions, positions funded fully from restricted funds, positions in
auxiliary enterprises operations, computing center positions, or student
positions. Any vacancies must be reviewed by the respective vice
chancellor and chancellor for approval before filling the position. Dr.
Berry asked the deans to provide by Friday a list of vacancies that will be
effected by the freeze, with a brief justification for any exceptions.

Accreditation/Program Self-Study
Ms. Diane Miller is the institutional administrator responsible for
coordinating program accreditation. Dr. Berry reminded deans that the
Office of Grants and Program Review should be included in all phases of
departmental self studies. This includes preparation of the document and
also meeting with the site visit team. Documents should be forwarded to
the Grants Office at least two weeks before they are due. Departments
should also allow time for the dean and provost to review the document.

Provost's Announcements
Dr. Berry received an e-mail asking if it would be appropriate to send
mid-term grades to students via e-mail. The Provost will refer the
question to the Academic Standards Committee of the Faculty Council since
the Faculty Handbook states that mid-term grades should be in writing.

The Board of Trustees mandated review of tenured faculty should parallel
the schedule for reviewing tenure and promotion as shown in the Faculty
Handbook. Departments may decide how to select the faculty who will
complete the process. The Council of Deans strongly encourages tenure and
promotion committees to closely examine the post tenure review policy
before starting the process.

School/College/Division Reports
Dr. Marilyn Willis reminded deans to send her some feedback on the CLN
(Connected Learning Network) proposal as soon as possible.

Adjournment
A motion to adjourn was moved and seconded.

Respectfully submitted,
Barbara Verhine
