Approval of Minutes
The minutes of October 5 and October 12, were approved.
Center for Applied Social Research
Provost Berry introduced Dr. Michael Hodge, the Director for the Center for
Applied Social Research. Dr. Hodge indicated that the purpose of the
Center is to support research efforts of the campus. The Center computer
systems have recently been upgraded to ensure quality control. The Center
is involved with the U.S. Forest Service through the Tennessee Agricultural
Experiment Station to support research for the National Survey on
Recreation and Environment. The director is also heading up the effort,
funded by HUD, to establish a Community Outreach Partnership Center in the
MLK District of Chattanooga. The Center will hold an open house in the
near future. He encouraged deans and faculty to drop by to see what the
Center can do for their programs.
Vocational Rehabilitation
Dean Mary Tanner reviewed concerns regarding the implementation of the
Rehabilitation Act Amendments of 1998. The issue of financial
responsibility for assisting Vocational Rehabilitation (VR) clients since
the passage of the Americans with Disabilities Act of 1990 has caused
considerable discussion. Interagency agreements are being developed.
President Ikenberry of ACE, American Council on Education, has sent a
letter to Congress regarding the definition of qualified disabilities and
the impact it may have on higher education. For more information, refer to

Grading Trends
Dr. Berry asked deans to discuss with their department heads grading trends
within their respective colleges. The Academic Standards Committee is also
reviewing this issue. Dr. Berry will ask the Council of Academic
Department Heads to review the data.
Provost's Announcements
Dr. Berry met with the UC Foundation Faculty Development Committee and the
Academic Programs Committee. The committees are recommending to the
Executive Committee funding of all requests that were submitted. He
stressed that these are recommendations only at this point. The Academic
Programs Committee asked that an executive summary be included with the UC
Foundation proposals. He asked that deans submit these to the Provost's
office by Friday. The committee also suggested that the Foundation
guidelines be revisited to include current needs such as technology.
Dr. Berry asked the deans to review the data on faculty equity adjustments
to ensure that categorization of faculty members is accurate.
