Dear Colleagues,

I write once again to inform the campus of significant resources gathered
for UTC.

First, I would express gratitude to donors who responded favorably to
Steve Sloan' s fund raising requests for a donor provided strength and
performance center. The center will have dedicated strength and
conditioning space with appropriate professional oversight. Also, the
building will house a practice basketball floor useful in the many times
that the McKenzie Arena floor is removed for one of several public
entertainment events necessitated by the original partnership agreement
with the city and county.

Ms. Brenda McKenzie, Zan Guerry and Alec Taylor of Chattem/Hamico, James
(Bucky) Wolford, and Bryan Patten have contributed $2,650,000 to construct
and furnish the facility.

The property for the facility is being contributed by UnumProvident at the
corner of Houston and Vine, across from the Racquet Center, formerly a
parking lot which UnumProvident made available to UTC. Thanks to John
Schearer, especially, for his help in securing the partnership relationship
with UnumProvident that provided the necessary land
acquisition. Construction will be scheduled during 2004 - 2005.

In a completely unrelated project, I am pleased to inform the campus that
the United States Department of Education and the General Services
Administration have begun processes to transfer 200+/- acres to UTC "at a
100% discount". The plot of land adjoins Enterprise South, the
city/county's recently acquired industrial site. After building necessary
infrastructure, including a new entrance off Interstate 24/59, those acres
are being marketed at $40,000 to $60,000 per acre. UTC must make
educational use of the 200 acres transferred to it. In an immediate sense,
the university will be looking to Field Biology, Exercise, Health and
Leisure Studies and other academic and student affairs units to make the
acres a teaching laboratory. In future years, if significant industrial
concentration occurs on the site as expected, UTC may want to use the site
for education and research activities needed by the industrial site
customers.

Once again, I would express thanks to John Schearer for his dedicated
governmental affairs efforts, and even more importantly to partnerships
with the U. S. Department of Education, Hamilton County Schools, Mayor
Claude Ramsey, Jeanine Alday, Mayor Bob Corker, and Congressman Zach Wamp.

These gifts of land and substantial cash enable the campus to move forward
in achieving elements of its mission. I am hopeful that the facilities
will continue to be valuable to UTC over the years.

Thanks, again, for the opportunity to have been able to make a resource
case for UTC.

Bill
