Approval of Minutes
The minutes of March 12 and March 16, 1999, were approved.

Commencement: Hooding of Graduate Students
After consulting with other universities, the hooding of graduate students
at commencement was discussed.  It was agreed upon that the best time to
hood the student would be when the student approaches the stage.  The
council approved a trial run, to be no sooner than the summer commencement.

EDE Performance Review Report
The council discussed the EDE Review Team Report.  The EDE Review Committee
is not only looking at revising the instrument, but also how the review is
implemented.  If approved, a new instrument and pilot program for
implementation would occur in the spring of 2001.

Departmental By Laws
Drafts of bylaws from various departments were distributed.  Discussion
followed on what should be included in these guidelines.  A statement of
measures on teacher effectiveness and a statement of standards should be
included.  The Provost congratulated Dean Janeksela, Dr. Randy Walker, and
the School of Rehabilitation Professions on the draft submitted for their
school.  It followed the spirit of the policy.
