Tom Bissonette has advised me that the URL I gave you brings up a much
earlier resolution on the topic.  Please forgive me; I carelessly assumed
that it was the current one.  I have checked their archive index and do not
find it there.  I will have the hard copy scanned and post it on the UTC
web page.  I would have it copied and distributed, but my departmental
budget can't take that kind of a hit.  I will let you know when we've got
it in place.
