But, to quickly answer your questions...

- Yes, you can turn off notifications. Login to your account at
https://myspam.utc.edu/
using your full email address ([log in to unmask]) and your related
password. Select the 'Options' tab in the upper right. There you can
adjust your choice of receiving notifications or not. Note, the purpose
of the notifications is to make you aware of mail that is *potential*
SPAM... but, might *not* be! While this system is fairly accurate, it's
not perfect. I occasionally get some messages marked as SPAM that are
not--fairly common for some mailing lists due to the way they work. If
you find that this is happening, you can explicitly 'whitelist' their
address in the system too.  

- Quarantined messages are automatically deleted after 7 days. So, if
you don't want to receive notifications, I suggest you check once a week
at least for potentially erroneously quarantined mail.
