COUNCIL OF DEANS
November 2, 1999

PRESENT:        D. Arfken, B. Berry, H. Burhenn, S. Delacroix, B. Desmond, L.
Ettkin, J. Harbaugh, G. Janeksela, T. Lease, M. Tanner, M. Willis

SWOT Analysis
Dr. Berry shared with the Council of Deans copies of a SWOT analysis of UTC
completed by a senior strategic management class.  He asked that the
Council include the analysis among the materials to be reviewed in
preparation for the next retreat.

UC Foundation Professorships
Dr. Berry announced that there are four vacant positions available for UC
Foundation professorships.  He asked the deans to review their respective
nominations.  Rankings should be returned to the Provost's Office by Friday.

Provost's Announcements
Fall Visit Day will be held on Saturday, November 13.  Dr. Berry asked the
deans to ensure that departments have responded to Mr. Yancy Freeman's
invitation to participate in the program.

Dr. Berry asked deans to review within the next two weeks the departmental
bylaws and make any needed corrections.  Dr. Berry also asked deans to
ensure that either "good" teaching or "excellent" teaching is used
consistently.  These bylaws will be used in reappointment, promotion, and
tenure decisions this year.

Discussion of the cumulative performance review process followed.
Department heads and chairs of rank and tenure committees should review the
new language of the tenure policy in the Faculty Handbook closely.

School/College/Division Reports
Ms. Sheila Delacroix announced that the Tennessee Electronic Library is now
a reality.  The electronic library was funded through the state legislature
for the citizens of Tennessee and is, therefore, not an academic database.
More information about this new system will be distributed in the near future.
