Japanese organizations take a long time to arrive at a decision, but once
they do, implementation is relatively smooth and rapid.  The process of
ideas circulating througout an organization to gain input is called
nemawashi, or root-binding. We need this at UTC now more than ever.

Last Friday Verbie Prevost was kind enough to meet with me and discuss the
implementation issues facing us on April 27th.  She urges all faculty
members who have opinions and ideas to approach the Executive Committee, the
PRC, and the Handbook Committee. I urge you to do so, but I am also taking
the liberty of using this marvelous Raven technology for three reasons:

1) it is not clear which committee is working on what part of the
implementation.

2) we have only fifteen days before voting on the plan, and I think faculty
should have the same time to think about ideas as the various committees.
As I have stated before, I hope that those entrusted with rewriting the plan
will take into account the policy elements of our resolution which will also
be on the agenda April 27th.

3) an open discussion will give us the best plan possible at this time.
