One more approach, which was told to me by a Cingular customer service 
rep while I was on the phone regarding another unrelated billing question:

You can go to this web site http://www.Cingular.com/discounts/

and it will prompt you to enter your wireless number and your (UTC) 
e-mail address.  Then it will tell you if you are eligible for a 
discount (you should be) and send a verification message to your UTC 
e-mail account.  Responding as directed to this will apparently enable 
your discount.

(I say apparently because I did this a couple of days ago and haven't 
yet seen the discount appear when I log in to their web site to check my 
account status.  But, the sign-up instructions did say it could take 1-2 
billing cycles to appear [why the delay, I don't know] so I will keep 
looking for it to show up sometime in the next few days/weeks.)

Hope this helps those of you who have Cingular service to save a few $.
