Dear Colleague,

The University Budget Committee will meet again Monday, April 14, 2003.  We
meet regularly in Fletcher 113 at 3:00 p. m.

This meeting is particularly important not only in regards to gathering
further input, but it is also potentially the first "action" meeting on the
budget for fiscal year 2003-2004.

All major unit budget requests have been presented by Vice Chancellors and
the Director of Athletics.   Academic Affairs, Athletics,  Finance and
Operations, Student Development, and University Advancement have identified
the necessary downward adjustments in proposed expenditures necessitated by
the state-mandated cut in the appropriations portion of the budget by 9% -
or approximately $3,600,000. In some cases, a division has also identified
planned increases in alternative revenues whether by fees, ticket prices,
gifts, or grants, etc.

At Monday's meeting we will review the budgets proposed for each division
for 2003-2004.  We will also ask Vice Chancellors and the Athletic Director
to identify critical "add backs" of highest priority to their meeting the
objectives of the university mission - if alternative or additional revenue
is found.

We have reserved agenda time for comments from the university's shared
governance constituency groups.  The Employee Relations Committee,  The
Exempt Staff Council,  The Faculty Senate and/or Economics and Budget
Status Committee, and The Student Government Association will be invited to
comment in terms of perceived impact of the budget proposals in global or
generic terms for the university and/or in specific instances throughout
the university.

Any and all other comments are welcome as we near the conclusion of this
public meeting.

Upon that review, Vice Chancellor Brown will again highlight revenue
projections for 2003-2004, and we shall ask the University Budget Committee
to move and adopt balanced budget recommendations.   The voting members of
the University Budget Committee are the following:

We look forward to seeing you Monday.  I assume that a recommended
"Education and General Budget" will be adopted then and placed on hold "to
await and see" further clarifications of state appropriations, student
enrollment level, and student fee level. At the appropriate time, I will
then submit the campus budget recommendations to President Shumaker for his
consideration and Board of Trustees action.
