My thanks to all who called or sent e-mail.

Messages Summary:  It is not against the law. However, it is not usually
allowed b/c of tax consequences.
If allowed, the person may have to pay tax according to the Blue Book value
of the car.  There is no reason for her to confiscate the old title. The
solution is call or to go to the court house, get the title back, and fill
out a gift form.
