As annoying and time-money wasting (not to mention vulgar,) SPAM is, it is still not illegal.  So even though perpetrators could be caught no one is stopping them.  There are only about 200 major offenders.  The Schumer Anti-Spam bill (S.1231) proposes a national Anti-Spam registry.  When enacted, you could sign-up, and spammers are not allowed to contact you.  This avoids any 1st amendment concerns, because sign-up is voluntary.   A heavy fine is assigned to the spammer on first offense, and repeated offenses would lead to jail-time.  Maybe this will not get rid of it all, but it will sure change the situation for the better.  At the present rate of spam increasing frequency experts predicts that spam will account for more than 50% of all email on the internet, in a couple years, wasting countless resources of time & money for all involved.
