  LEGISLATIVE ACTION (OR) INACTION

Since the first of December, I and other members of the Faculty Council
Executive Committee have met with area legislators individually and
collectively on three different occasions. At each meeting we have
presented the case for reasoned financial structuring for higher education
in the State of Tennessee.  Our basic argument has been that the future of
Tennessee is being threatened by legislative inaction. This weekend, there
are a number of rallies being held throughout Tennessee intended to
encourage legislative action.  I have asked a number of individuals about
trying to organize one in Chattanooga or attending one in Nashville. I did
not sense a great deal of enthusiasm.  After consultation with a number of
individuals and specifically with Dan Baker who is very active in the
state-wide education associations, I am convinced that at this time that
the only action that would possibly influence legislators is an individual
letter writing campaign to our respective legislators urging them to take
concrete action, towards stabilizing the state budget.  Regardless of our
individual thoughts regarding how the budget should be stabilized the fact
remains that Tennessee education is falling further and further
behind.  The tobacco money is gone leaving us with no funds to warn our
populace about the dangers of smoking.  Taking highway funds and/or an
increase in the sales tax are being seriously discussed.  Yet after those
"actions" will we have resolved the budget crises?  I encourage each of you
to take three actions.  First, write to you Representative and Senator and
urge action.  Second, be certain that your registration to vote is in order
for this coming November.  Third, declaration of intent to run for office
comes in early April.  Participate in the discussions and vote for those
who want Tennessee have a quality higher education system.
