MEMORANDUM

SUBJECT: Temporary Hiring Freeze
Given the uncertainty of financial resources to support the University
during Fiscal year 2001-2002, sound fiscal management dictates that
additional effort be made to control expenses. Salaries and benefits are the
largest single expenditure of the University, accounting for more than 70
percent of the UTC budget. In order to contain expenses in this area, UTC is
initiating a temporary hiring freeze on all exempt and non-exempt staff
positions. (This action does not restrict hiring for faculty and librarian
positions.) This hiring freeze is effective immediately.
Until further notice, each non-faculty vacancy must be carefully reviewed by
the division Vice Chancellor; whenever possible, critical positions should
be filled internally by transferring or reassigning the responsibilities of
the vacant position to one or more current staff members. If that is not
feasible, each request to fill a vacant position must be sent, along with
appropriate justification, to the division Vice Chancellor, and subsequently
to the Office of the Vice Chancellor for Business, Operations, and
Information Technology, for review and approval. No offer will be made
without approval of the division Vice Chancellor and the Vice Chancellor for
Business, Operations, and Information Technology.
Please contact the Office of Personnel Services if you have questions about
this hiring freeze or the process to be followed in requesting approval to
fill a critical vacancy. Your careful attention to the administration of
this temporary curtailment in hiring is essential to the responsible
stewardship of the limited resources available to the University at this
time.
