RE: 15-Passenger Van Usage Policy
We have just been informed by Charles Moss, Senior Associate Vice
President, and Sara Phillips, Assistant Vice President for Human Resources,
of the following new van use policy:
Recently, the issues surrounding the safety of the University's students,
faculty, and staff and the potential liability of continuing to operate
15-passenger vans have been brought to our attention. An April 11, 2001,
article in the Chronicle of Higher Education, as well as data available
from the National Highway Traffic Safety Administration supports this
concern. The problem is that when a 15-passenger van is fully loaded with
passengers, the weight shifts to the rear wheels. This can cause the
driver to experience an under-steer situation which could cause the van to
roll over.
For this reason, it has been decided that effective immediately,
15-passenger vans will be issued with seats for no more than eight people
(the two front seats and two bench seats). Some exceptions may be made if
circumstances warrant consideration. In keeping with this decision, the
University will not allow its employees to be reimbursed for renting
15-passenger vans from outside sources as an alternative.
The motor pool will likely phase out the 15-passenger vans over the next
two to three years. This issue was discussed thoroughly at a recent
meeting of University Safety Officers and the resulting decision has their
full support. The most important consideration has to be the safety of our
students, faculty, and staff. It is for that reason these decisions have
been made.
