COUNCIL OF DEANS
November 16, 1999

Approval of Minutes
The minutes of November 9, 1999, were approved.

Residency Requirements
The Council of Deans reviewed the new undergraduate residency requirements
as published in the catalog on page 32.  Discussion followed on the need to
offer more upper level courses.  The following editorial change should be
made to number 2 listed under New Undergraduate Residency Requirements:
"At least" should be inserted at the beginning of the sentence so that it
reads, "At least the last twenty-four (24) semester hours must be completed
at UTC."

Articulation/Transfer Meeting
Dr. Galan Janeksela reported on an articulation conference that he attended
at East Tennessee State University, along with Mr. Yancy Freeman and Mr.
Julius Dodds.  The conference included twenty-three institutions from the
state of Tennessee and neighboring states.  Dr. Sidney McPhee, Vice
Chancellor for Academic Affairs for the Tennessee Board of Regents, was the
keynote speaker.  The Tennessee Board of Regents (TBR) schools are
currently in the process of standardizing rubrics and course numbers for
all TBR institutions, establishing block transferability, recognizing AAS
(associate applied science) degree, clearly defining the appeals procedures
for transfers, and exploring new initiatives with the University of
Tennessee.  Dr. Janeksela reiterated that the legislature is reviewing
articulation issues, and UTC needs to show that we are doing all that is
reasonable and sound to ensure ease of transfer.

Provost's Announcements
Dr. Berry announced that he is meeting with the Budget and Economic Status
Committee tomorrow to review the mechanism used in determining equity
adjustments for faculty.

School/College/Division Reports
Dr. Linda Fletcher announced that Dr. John Fulmer has resigned as
department head  of Accounting and Finance, effective June 30, 2000.

Dr. Marilyn Willis announced that the Worldwide Lessons in Leadership
Conference will be held tomorrow. Dr. Steven Covey will be in Chattanooga
on February 3 to present a "Lessons in Leadership" program.

A motion to adjourn was moved and seconded.
