FACILITIES PLANNING COMMITTEE
MEETING MINUTES
MARCH 25, 1999



MEMBERS ATTENDING:  Brown, MacDougall, Davis, Andersen, Pinkard, Parker,
Willis

GUESTS:  Anderson, Silver, Adsit, Pulliam, Wright, Scott, Ratchford,
Eigenberg, Janeksela, Wartenberger

Dr. Willis made a motion to approve the November, 1998 minutes.  Mr.
Pinkard seconded the motion.  The motion carried.

CHILDREN'S CENTER:
With the pending need to relocate the Children's Center, Siskin Memorial
may be the new site for the center.  This facility will be renovated to
meet life safety and fire code requirements for child care facilities.  The
Children's Center could move by Spring of 2000.

HISTORY DEPARTMENT REQUESTS:
Dr. Wright has requested restricted use of Brock 401, 402 and 406 during
prime class hours which will be Monday, Wednesday, Friday 8:00 a.m. - 1:50
p.m. and Tuesday - Thursday 8:00 a.m. - 12:15 p.m.  In order to use the Web
or Internet sources in the classroom, they must have ethernet wall plugs
which have been activated.  Brock 406 has been activated and Network
Services can activate rooms 401 and 402.  The rooms also must be close to
their offices which these are.  These rooms will accommodate the LCD
projectors with proper lighting.  Mr. MacDougall made a motion to approve
and Dr. Andersen seconded the motion.  The motion carried.

CHATTANOOGA BALLET OFFICE RELOCATION:
Mr. Willie of the Chattanooga Ballet was asked to relocate his office from
221 Frist to 102 South Stadium.  Mr. Willie agreed to this move.  TEIS has
requested Frist 221 to complete space requirements for the program.  Dr.
Willis made a motion to approve this move and Brenda Davis seconded the
motion.  The motion carried.  

COLLEGE OF HEALTH & HUMAN SERVICES:
Dr. Eigenberg of the School of Social & Community Services has requested
that Davenport Hall 111 be designated as a dedicated computer classroom.
It will have 100% occupancy from 8:00 a.m. - 2:00 p.m. daily as well as for
night classes Monday thru Thursday.  Mr. Pinkard moved to approve the
motion.   Mrs. Parker seconded the motion;  the motion carried.


Dr. Janeksela has requested the following:

METRO:
	
· 100-EOC Classroom/Meeting Room
· 105-Tennesse Nursing Association Office
· 106-SON Research Space for Faculty and Graduate Assistant's (5)
· 107-108-SON Adjunct Faculty (12)
· 110-SSCS Graduate Assistant's (3)
· SSCS Adjunct Faculty (12)
· 112 and 113.  Thirty SRP-PT students to work on Masters degree   research
projects in groups of 2-3.  Research to take approximately (1) year and to
begin 99-00 academic year.  Total groups 10-15
· 115-CHHS storage.  The Metro spaces will replace the CHHS storage space
which is presently in 108-109 Siskin-Memorial
· 116-SSCS; HSRV-ESM
· 117-SRP Graduate Assistant's (2)
· 119-SRP Storage.  SRP has reorganized space allocated in Davenport Hall.
Space currently utilized for storage will no longer be available in
Davenport Hall.
· 264, 264A, 270, 272, 276, 298 and all of 299 - TIIAPS Grant
· 378-SSCS Existing Grant Project entitled Project Success
· 379-SSCS Existing Grant Project entitled Jump Start
· 356-Support staff for two SSCS grants (Project Success and Jump Start)
· 380-SON Existing Grant Project entitled Rural Health Nursing  currently
located at Chattanooga State

FRIST:

· Rooms 224 and 225 were approved for TEIS in November by Facilities
Planning Committee.
· 221-TEIS Conference Room
· CAP will be assigned rooms 100 & 101

After considerable discussion by the committee, Mr. Pinkard made a motion
to approve all of Dr. Janeksela's request except for the relocation of the
Rural Health Nursing Grant from Chattanooga State, and to defer the TIIAPS
Grant request. With the rejection of relocating the Rural Health Nursing
Grant,  SSCS would be assigned Metro 378, 379 and 380.   Mrs. Parker
seconded the motion; the motion carried.

Mr. Brown asked Mr. Silver to obtain a cost estimate to install a handicap
ramp for Metro Annex  and for Mr. Pulliam to determine safety code
requirements.   The Nursing program will require three (3) examining rooms,
two physicians and a reception area.  Mr. Brown stated that this is all
contingent on  available funding.  Mr. Pinkard made a motion to approve and
Ms. Parker seconded the motion.  The motion carried.  

Ms. Davis asked about the use of Siskin 106.  Dr. Janeksela stated that the
MPT-PT program has moved to Davenport Hall.  Therefore, 106 can revert back
to a general classroom.  Ms. Ratchford stated it could be available for use
this summer. 

GRADUATE STUDIES REQUEST - R00M 120 RACE HALL:
Dr. Arfken  requested Room 120 Race Hall pending the move of the UTK/UTC
Graduate Center to Siskin Memorial.  With the possible relocation of the
Children's Center to Siskin Memorial, the relocation of the UTK/UTC
Graduate Center has been deferred.  Dr. Arfken's request was tabled.

INSTALLATION OF AUDIO VISUAL EQUIPMENT:
Dr. Adsit announced that due to allotted funding from the student
technology fees the University can permanently install classroom
audiovisual equipment in selected rooms on campus.  She requested Holt 304
as a prototype, and eventually Fletcher 114, and Davenport Hall 133.  Brock
206 will also be considered if enough  funds are left over to finish the
project.  This audio visual equipment, known as MediaMaster Multi-Media
Lecterns, will allow the presenter to have every modern capability at
his/her fingertips. A motion was made by Mr. Pinkard  to approve these
rooms, Dr. Willis seconded the motion; the motion carried.

413 FLETCHER HALL:
Dr. Fletcher requested the reassignment of this room  to the School of
Business for a faculty office.  The room is currently assigned to Dr.
Harbaugh for the "Writing Around The Curriculum Program".  Mrs. Ratchford
and Dr. Harbaugh toured Fletcher Hall and determined there are rooms
currently assigned to The School of Business that appear to be available
for other uses.  Therefore, Dr. Harbaugh has chosen to keep room 413 for
the WAC Program.  The committee approved this decision.
