I have question about my monthly billing from EPB.  I was on the budget
plan which means I was paying $51 a month until a couple of months ago when
it was increased to $77 which I understand was necessary to clear up the
balance forward.

My current bill - usage for the month was 44.21 and the balance forward was
25.04 making the total $69.25.

I am now being forced to pay $77 a month on the "budget plan" though July
even though my usage may only be $44.21.

How can they consider this the budget plan if you are paying "more" than
your usage?
