Dear Colleagues,

As most of you who are following the legislative tensions in Nashville
know, there is not yet an authorized budget to begin fiscal 2002-3.

Legislative leaders,  Governor Sundquist, and President Shumaker have made
arrangements to allow UTC to provide a select few of the highest priority
demands of its mission while the vast majority of the university's services
will be curtailed in a substantial "shut down" of the university.

Most UTC employees are not included in the emergency "Essentials" bill
passed by the legislature.  That bill allows minimum attention to teaching
and research; to safety and health; and to information and
supervision.  What that means to UTC is that:

1)  all classes scheduled for Monday through Wednesday and again on Friday
will remain scheduled.  Those assigned faculty will continue to be
compensated as promised; those students will remain enrolled in the classes
as registered.

2) Safety officers and police will remain fully deployed as scheduled. The
university Health Service and Counseling Service will remain open.  The
university power plant and safety engineers will remain at work  Selected
campus engineers and technicians will be called to work to provide for
safety of operations and personnel.

3) Information officers in University Public Information (including WUTC)
will report to work as usually expected.  The Emergency Council of Vice
Chancellors and Deans will report to work as expected.

In each of the above offices, the senior Exempt or Non-Exempt staff member
most closely supporting the Officer will be contacted by phone and asked
specifically to report at usual and customary hours.

All other UTC employees can not report to work.   Repeat...all UTC
employees who are not specifically by phone are not included in the
legislative language for exceptions and must not report to work - even as a
volunteer.

We will try our best to offer continuing messages and clarification on the
late evening news Sunday, WUTC, the paper, etc.
And, for information only...anyone can attend the 9:00 information meeting
Monday in Fletcher Hall, although not reporting for work.

I am, of course, as surprised and dismayed as you, but grateful that
current summer session courses have been allowed to continue.   We will
continue to try to get you information as quickly as possible.
