Here is my attempt to win over the faculty, as you suggested. The document
dated 04-15-99 should reflect these changes made to the previous version
(03-25-99). See below.

Following Jim Hiestand's example, I should tell you that I chair the
Faculty Handbook Committee.

re:     Performance Review draft dated March 25, 1999


The following list represents the Faculty Handbook Committees' suggested
changes to the implementation policy of the Performance Review draft dated
March 25, 1999.

1.      Page 8, Section 3.7.3

Insert the following paragraph below the paragraph that begins, "The EDO
document..."

The University of Tennessee at Chattanooga recognizes the importance of
motivating faculty to achieve at high levels.  It will strive to establish
rewards in the form of salary increments as well as a variety of other
rewards for superior annual performance.

2.      Page 9, Section 3.7.3

In the paragraph that begins, "There will be two tenured faculty
members..." Insert the following sentence just before the sentence that
begins, "If there are not two..."

One member of the Review Committee will be the chair of the department's
rank, tenure, and reappointment committee. One member of the Review
Committee will be specified by the faculty member from the department's
rank, tenure, and reappointment committee. One member of the Review
Committee will be specified by the department head from the department's
rank, tenure, and reappointment committee. The department head will serve
on the Review Committee as a non-voting member.

3.      Page 9, Section 3.7.3

At the end of the paragraph that begins, "There will be two tenured
faculty members..."

Change the last sentence to read, "The Review Committee will include five
voting
members and the department head."

4.      Page 9, Section 3.7.3

Insert the following paragraph below the paragraph that begins, "There
will be two tenured faculty members..."

In this and all subsequent sections, the Faculty Council President will
assume the role assigned to the "Faculty Council President or Faculty
Administrative Relations Committee" when both options are possible.

5.      Page 9, Section 3.7.3

At the end of Section 3.7.3, change the last sentence to read, "This will
be accomplished in a timely manner."

6.      Page 10, Section 3.7.4

Insert the following paragraph below the paragraph that begins, "The
cumulative performance review..."

The University of Tennessee at Chattanooga recognizes the importance of
motivating faculty to maintain high levels of performance.  It will strive
to establish rewards in the form of salary increments as well as a variety
of other rewards for those who successfully complete cumulative
performance review.

7.      Page 14, Section 3.8.1.1

Insert the following paragraph below the paragraph in number 3. that
begins, "After consultation with..."

A tenured faculty member is entitled to at least one academic year's
salary following the initiation of termination proceedings.

8.      Pages 15-18, Section 3.8.1.1

Reset all letters and numbers with those in the January 20th draft. The
number "8." on page 15, should be listed as the letter "B." Other items
should be lettered and numbered as shown in the January 20th draft, pages
15-19.

9.      Page 18, Section 3.8.1.1

Insert the following paragraph at the end of the section.

All proceedings to terminate a faculty member for adequate cause shall be
confidential, released only at the discretion of or with the consent of
the faculty member.

10.     Page 24, Section 4.1.2

Renumber this section as 4.1.3 Policies Governing Academic Freedom,
Responsibility, and Tenure. The current Faculty Handbook Section 4.1.2
Academic Freedom will remain unchanged in the Faculty Handbook.
