Maybe you will see this before the Tuesday faculty meeting. Since I chose
to use Pine on cecasun for email, the utcstaff list doesn't recognize me
as 'dmcallis' and my true identity has to be checked before a message is
sent.

1. I chair the Faculty Handbook Committee because (1a.) I am the 2nd VP
of Faculty Council. You probably realize that that makes me a (1b.)
member of the Executive Committee.

2. I am a member of two of the Banner committees, including the committee
that reviewed possible (defeated) changes in academic policy. I was the
*only* faculty member (along with several staff members) that attended the
meeting to see the dollar figure attached to those modifications in
baseline code. That's another issue.

3. Richard Rice wrote (excuse the cut and paste):  Perhaps the PRC is
arrogant, but I think the real reason they do not support their
implementation plan with reasoned argument instead of fear is that they
already know it is a fait accompli.  We can vote for or against it, but we
will get it.  We have heard this over and over.  I have a hunch that the
"Knoxville lawyers" have been working hand in hand with the PRC all along,
so why would they not impose their own plan?  Because Dr. Jekyl may be Mr.
Hyde.

A January draft of the document (before it had any changes in wording from
the Faculty Handbook Committee) was shown in Knoxville as a sort of
progress report. The document came back to me with many portions of the
PRC's implementation policy cut or changed. It was suggested to me to make
those changes to the document as part of the Faculty Handbook Committee's
work.  Since the FHC spent many hours revising the document, and without
anyone in Knoxville viewing those revisions, *I* chose to leave the
implementation policy unaltered so that the UTC faculty could read the
work of their colleagues, rather than a compromise of our ideas with
Knoxville's changes.

I have that document in my office. I was supported in my decision by
administrators. I don't believe the details of what was proposed to be cut
from the implementation policy are important, especially to any faculty
member dead-set against *any* implementation policy. I do believe that a
*positive* vote by the faculty will go much further in retaining what we
want to see in *our* policy.

We have already received permission to have the dept. head as a non-voting
member of the review committee. As we proceed with implementation, there
is no reason to believe that the FHC's 'bold print' issues won't be
addressed to better suit *our* campus.
