TRAFFIC ENFORCEMENT CAMPAIGN ON CAMPUS

We hope by now everyone realizes that school is back in session.  Our most
important resources at the University are our people.  The UTC Department
of Public Safety Traffic Enforcement Campaign is designed to ensure the
safety of our pedestrians and the safe flow of vehicle and bicycle traffic
on and around the campus.

Effective Monday, August 19, 2002, our police officers will be performing
selective enforcement and issue traffic law violators a verbal warning or
Sessions Court Ticket.  The fines for speeding in Chattanooga are
significant!  Speeds in excess of 10 mph over the limit have a mandatory
$116.00 fine.   The fine for traveling 40 mph over the limit is $166.00.
The fines may be enhanced if the driver is also charged with Reckless
Driving, which is not uncommon in high foot traffic areas (i.e. E. 5th St,
Oak and Baldwin Streets, etc).

The goal of this campaign is to reinforce the speed limits and reduce
hazards to pedestrians.  Tennessee Codes Annotated (TCA) 55-8-104 and 134
provide the legal verbiage relating to pedestrian and traffic.  Suffice to
say, that in Tennessee, pedestrians have the right-of-way in crosswalks.
As a practical enforcement matter, drivers should stop for pedestrians
crossing the street outside the crosswalk.  Your police and security
officers will be on the street to educate and encourage.  Drivers who
violate the pedestrian right-of-way law can be punished with a fine and up
to 11 months and 29 days in jail.

The bus and bike lane on E. 5th Street will be unavailable during the
construction of the new University Center.  Pedestrians should use the
north sidewalk, alongside the cemetery side.

Our enforcement campaign will provide a safer academic and work environment
for everyone.  There is no need to jeopardize a pedestrian's safety for the
10 seconds drivers may save driving through a crosswalk.
