This may be a hoax, I don't know -  I checked it out and also someone
e-mailed me - 

I found both pro and con.  Before you buy mulch this year, just know where
it comes from.

Nothing surprises me, but also as you know we can hear anything.

The Louisiana Department of Agriculture last year put a quarantine on all
hurricane debris for this very reason.

It is illegal to transport this debris out of Louisiana.

Stores like Home Depot and Lowes are aware of this quarantine.
