Dear Colleagues,

I was pleased today to hear discussion of the significant improvement in
the process of student billing, financial aid disbursement, fee collection
and student financial aid refunds available for the first time via MOCS
EXPRESS.  Congratulations to all of you for putting that new data handling
software and computing equipment in place for the Fall of l999.

And, most of all, thank you for still another great service to the students
of UTC.

We continue to move ever closer to the fall return of students.  While the
main objective by far is the supportive welcome of students to an
academically stimulating semester of study, all of us recognize that the
Fall enrollment number is important to fiscal resources.  I am grateful for
your willingness once again to go that extra effort that is characteristic
of UTC to welcome and accomodate new and returning students.  The new MOCS
EXPRESS approach to student fiscal procedures means no more standing in
lines in the University Center to pay a bill or get a refund check.  We
also are going to "scrub" the pre-enrollments for students who have not
paid for their class schedule quite a bit earlier this Fall. Some 500
students who have not paid their fees by August 14 will not be allowed to
hold their pre-enrollment choices until after school starts this year.  We
want to make those class sections available to students already waiting for
a seat in what seems a "full class".  If a student knows by August 14 that
he or she is not coming to UTC, we need to open that seat to those waiting
for it.  If a student has simply missed the payment deadline, he or she
will have a chance to re-enroll.

Change usually creates a wrinkle that we did not expect - in spite of our
best efforts to plan.  I would alert us all that we have changed a bit the
Fall enrollment process.  Although we are convinced that we have changed it
for the right efficiencies and the right priorities, several students will
feel lost in the shuffle or confused - perhaps even miffed! - that we
changed the rules.

Once again, I express appreciation to everyone who "staffs" the university
at the front door of every office, answers any phone, or advises students
on how to access a class schedule this Fall.  It matters to all of us.
