I appreciate Dr. Friedl's willingness to engage the University in this
important conversation.
And while a parent of a child enrolled at UTC's Children's Center (and
committed to keeping it open), I can see that any presentation for
reallocation of academic affairs budget funds would NOT be accepted by all
parties.
The issue is NOT one of how monies are reallocated. The issue(s), in my
mind, are a lack of:
1) conversation with interested/key parties as to OPTIONS for reallocation
of academic affairs dollars (no one should be found surprised during a
budget meeting); and
MUCH MORE IMPORTANTLY:
2) real consideration given to reallocation of dollars OUTSIDE of the
academic affairs budget.
The debate over the past months has Dr. Friedl accurately (in my opinion)
representing faculty and staff opinions regarding budget priorities. We
have come a long way in understanding the academic affairs budget and
budget process. I continue to struggle with understanding how the academic
budget "piece" of the entire budget "pie" is allocated with regard to these
priorities. I have yet to hear the Chancellor articulate his commitment
in meeting the priorities set by the faculty - including the "reslicing" of
the whole UTC budget "pie".
Following spring break, we will hear budget proposals from other university
divisions. Is it the budget committee's or Chancellor's authority to
reallocate funds from "administration" or "athletics" to academics? When
do the priorities set by the 1) university mission and 2) faculty have an
influence in this process?
