I haven't the faintest idea what you are talking about or what a release
has to do with conducting a factual investigation into the loss of
life.  such a release has absolutely no relevance to such an
investigation.  My views on such releases are well known to those from
Scuba-L including yourself.  Anyone interested my read the scuba-L archives.
