Indeed.
However as far as SCUBA is concerned, there is a problem here. SCUBA
is a *physical* as well as mental activity. As well, SCUBA Schools are
just that, they are not Colleges.
It is quite possible for a SCUBA "student" to flunk a course in one
school, go to the one up the road, and pass.
For whatever reason.
I'd like to think that this is not possible in *proper* Colleges.

Us oldies are/think like that. :7
Third world country students have a goal to achieve. Why is it that
the children of refugees in first world countries seem to achieve so
much more, as a generality, per capita, than their native brothers and sisters?
