What was the EPA's beef with the quarry?

From the "To" line of this previous message, I assume it was sent directly
to me and not to the list.  The list appears to be set up to automatically
reply to the original sender.  In order to stimulate some conversation, we
should send on-topic general interest stuff to the listserv address so
everyone can see it.  For me, this means manually typing
[log in to unmask] in the "to" line of my replies.
