I might have missed something but it didn't seem to me as though this new list
is built for the purpose you allege. IMO, such a proposal would only make sense
if it  replaces scuba-se in order to relieve Jeff (scuba-se would then just
close down).  Anyway, Jeff didn't really say he quit and didn't ask for an
alternative solution. FWIW, anything looking like a restricted access list isn't
going to be palatable to many.
