Up until a few months ago, I would have thought so too.  I, and as far as I
know, most everyone else was taught that the weight belt goes on last.  It
turns out, however, that the WKPP folks, and I presume those that are part
of the closely related GUE, wear their weight belts under their crotch
strap.
