Harold, my faith in you has been amply supported by your post.  What you
said is basically a summary of the standard terminology in LISTSERV
Manuals, given in an unabridged reference, in an earlier post of mine
which you probably haven't had time to read, for you to have written
what you wrote!

Which WAS the way Scuba-L and Scuba-SE were originally set up.

Scuba-SE has been, and will be, (unless for good reasons to make it
"closed" or "private" in the LISTSERV sense, of which I've heard
NONE) a PUBLIC, OPEN Discussion Forum that is SELF-REGULATED (not
moderated) by all its participating members.

Spammers in newsgroups and lists LOSE more business they can
imagine by people BOYCOTTING the operations for which they spam!
That's the purest form of "self regulation".  There needs to be
no bureaucracy, committee, or silly "strikes" to regulate misbahavior
in any OPEN forum!  That's the way 10s of thousands of LISTSERV
Lists have been operating for DECADES!
