Depends on the airline. None that I know of will allow a pressurized tank
and short of taking the valve off how you gonna prove it is drained?  Yeah
yeah I know guages.  Tell it to the baggage inspector making 6.25 and hour
that has a set of rules to follow and the power to keep you off the plane.
