It's been a Florida thing since Andrew.  It's an insurance scam to be sure, but if you want insurance, you live with it.  My homeowner's policy has a fixed amount deductable for most losses.  There's an additional deductable for hurricanes which is a percentage of the value of the house.  This is all on top of the high cost of insurance in my state.  The roof, house and anything on my property is covered.  That's why the 15 footer came home for the storm.
