So what were they doing? I mean, even heavy breathing doesn't quite explain
this.

You're asking me what the divers that Chuck saw were doing when he saw them?

If you're asking me what the group I saw all dressed for a long cold dive,
on a one hour trip to a wreck at about 100 fsw in 84 degree water, I can do
a bit better.  They were part of a course.  That much I know for sure.
Beyond that, I assume they were eather learning by doing, they were being
tested on something they were supposed to have learned or they were
practicing something that they wanted to be more familiar with.  I do not
know how much gas the group I saw used.  I was having drinks with friends at
Southport Raw Bar, just like I said the first time.

Are you sure you don't have a problem reading U.S. English?
