It is time that this murderous conduct end. For far too long, those who
trade in terror have had their way. What we have witnessed today are not
terrorist acts, but acts of war against the sovereignty of the United
States. We may never know exactly who did these acts. But we do know who
called for it, threatened it, and we know who is celebrating it. We know
who harbor our enemies. We must send a message to those who give aid and
sanctuary to these murderers, that we consider that an act of war against
the United States and respond with the full measure of our military
might. Let them taste our steel and see how long they find a reason to
protect our enemies. We must make it clear that rhetoric calling for the
deaths of innocent Americans will not be tolerated in a world where so many
are willing to act on that rhetoric. The days when America responds in a
measured way should be over. It is time our NATO allies come to our
aid. It is time for action.
