And in the UK for sure, the coastguard would rather a call and despatch
services which arrive to find they are not required, than not be called
when they are required. The point they make is the case is better to get
help BEFORE it is a critical situation, this often entails calling the
coastguard when there is CURRENTLY NO DISTRESS.
