And therein is the crux of the matter.  The FAA sets a minimum standard to
which the airlines must conform.  It is a MINIMUM and they are free to add
to it what they see fit.  That is their right under our system.  We have a
right to travel under that same system and we have the right to purchase
transport on that airline.  But... if we purchase transport, that obligates
us to adhere to whatever rules that airline may have even if they exceed the
minimum set by the FAA.  Travel on an airline is not a constitutional right,
it is discretionary.  If you want to travel under your own rules, then you
must be prepared to provide your own transport.  It is a long swim to
Cozumel - several hundred miles at best or you could go cross country across
Mexico.  Have a nice trip either way.  The other choice is to vote with your
feet and find an airline that will carry what you want (but in this case and
at this time I think it is unlikely one could be found.)  A last option
might be to sue the airline of your choice but I doubt any lawyer would take
the case without a substantial chunk of cash up front since I suspect it
would be a hopeless case.
